You Know What the Hardest Part of AI Is? It’s Not Training the Model

Picture this: you buy a fancy espresso machine. Day one, you’re pulling latte art and posting it on Instagram. Three months later, that machine is buried under mail and keys — the world’s most expensive shelf decoration.

AI adoption, in most organizations around the world, follows the exact same script.

So when I saw that Anthropic signed a 3-year MOU (Memorandum of Understanding) with the Government of Rwanda — expanding Claude from education into health and public-sector developer workflows — my first reaction wasn’t “oh, another PR announcement.” It was “wait, this one might actually be serious.”

Because this partnership has a phrase you rarely see in AI news: capacity building.

They’re not just shipping tools. They’re shipping the ability to keep using those tools safely and effectively over time (◕‿◕)

What’s Actually Inside This MOU?

According to Anthropic’s announcement, the partnership has three tracks:

Health — supporting Rwanda’s Ministry of Health on national goals. We’re not talking about “ask AI about your symptoms” consumer apps here. This is cervical cancer elimination, malaria prevention, reducing maternal mortality. Public health at scale.

Public-sector developers — government dev teams get access to Claude and Claude Code, plus training courses and API credits. Tools AND training AND budget to actually use them. The whole package.

Education expansion — formalizing the 2025 education pilot into a long-term framework, so AI literacy doesn’t stop at “the pilot ended, everyone go home.”

The sequencing — education first, then developers, then health — is the part that really gets me. You know what most companies do? Day 1, shove AI into the most sensitive core system. Day 30, start putting out fires. Day 90, scrap everything and start over. Honestly, this pacing is more mature than 90% of Fortune 500 AI roadmaps I’ve seen. Wait — This Isn’t Starting From Zero

This MOU is a sequel, not a premiere.

Late last year, Anthropic already ran a round of education partnerships with Rwanda (Rwanda + ALX education initiative). Here’s the report card:

  • Up to 2,000 teachers and public-sector staff received AI training and tools
  • ALX reached 200,000+ learners and young professionals across Africa
  • Claude-powered learning companion Chidi logged 1,100+ conversations and nearly 4,000 learning sessions, with 90% positive user feedback

In other words, this isn’t a “sign now, figure it out later” deal. It’s “prove it works first, then upgrade to a long-term framework.” That difference is huge — the first is an essay contest, the second is passing the midterm before signing up for the final.

Chidi’s numbers are interesting when you think about them in context. 1,100+ conversations doesn’t sound like a lot, right? But remember — these are teachers and civil servants in Africa using AI tools for the first time. 90% positive feedback means the thing is genuinely helping people, not becoming another app they open once and forget. The Two Floors of AI Competition

The 2026 AI landscape, the way I see it, has split into two distinct floors:

Upstairs is what you see every day — who has the stronger model, which benchmark just got crushed, whose context window is longer. People fight loudly on this floor. Twitter loves it up here.

Downstairs is quieter but arguably more important — who can actually integrate AI safely into education, health, and government workflows, and keep it running past the three-month mark without everything falling apart.

The Rwanda case is construction work happening downstairs. Not glamorous, but if the foundation is solid, everything upstairs actually stays standing.

Lots of companies spend 90% of their energy upstairs (bigger models, higher scores). But the ones that stick around long-term? Usually the ones doing the boring work downstairs. Think about it — how many companies can say “we worked with a country’s government, education system, and health ministry simultaneously for three years”? That kind of experience isn’t something you can buy with money alone.

This reminds me of an old joke in ML: a paper says “our method achieves 99.9% accuracy on MNIST,” and then you feed it real-world handwriting and it tells you it’s a cat. Benchmarks are exams. Deployment is real life. Getting straight A’s in school doesn’t mean you won’t starve after graduation. Same goes for AI companies (⌐■_■)

What Chess Move Is Anthropic Playing Here?

My read: this is a quiet but smart move.

Short-term, this won’t give Anthropic a flashy benchmark headline. Twitter won’t explode over it. Hacker News won’t have a 500-comment thread. But long-term? Think about it —

AI that runs inside government and public-service workflows is a completely different animal from AI that runs on demo day. Demo-day AI gets clean inputs, stable internet, and users who know how to type. Throw Claude into Rwanda’s public sector? Messy data formats, users touching a keyboard for the first time, internet that comes and goes. That real deployment experience is something no amount of benchmark grinding can buy.

Then there’s a card most people aren’t paying attention to: narrative advantage. As AI regulation tightens worldwide, the company that can say “we partnered with a developing nation’s government for three years, prioritized local autonomy, did responsible deployment” — that company is holding a better hand than everyone else. And finally, the flywheel effect — education builds AI capability, public sector and industry absorb it more easily, local startups and digital transformation accelerate. Speaking of flywheels — AWS pulled the exact same move back in the day. Grow developers with S3 and EC2, let the developer ecosystem mature, and enterprise customers show up on their own. Then it’s game over for everyone else. What Anthropic is doing in Rwanda is way smaller in scale, but the logic is identical. The only difference? AWS was selling infrastructure. Anthropic is selling intelligence — and that moat might actually run deeper (¬‿¬)

So Why Is This Worth Your Time?

Every day we hear “the model got better.” But real transformation usually comes from boring questions: Who is training frontline users? Who is redesigning workflows for real institutions? Who is moving AI from chat windows into public infrastructure?

The Rwanda partnership is one of the clearest answers we’ve seen. It’s not viral, it won’t make you want to forward it to your group chat to show off. But it answers a question most people are dodging: how does AI actually enter the daily operations of an entire country?

The answer isn’t a stronger model. It’s more partnerships like this one — patient, boring, and built to last ( ̄▽ ̄)⁠/
